An altercation on January 16 in the Town of Windsor at a Dollar General store led to the arrest of an off-duty New York State Trooper. Paul M. Zandt, age 36 of Deposit is accused of hitting a victim in the face in the parking lot of the Dollar General and then leaving the scene. Zandt had no prior knowledge of the individual before that incident occurred according to a New York State Police Troop C report.  Zandt was charged with Assault in the third degree.

Paramedics from an Eastern Broome Ambulance that was sent to the scene checked out the victim who did not need to be transported to a hospital. Zandt was arrested and released to appear in Town of Windsor court on January 25.
