Norwich Man Arrested For Criminal Obstruction Of Breathing

State Police at Norwich arrested a Norwich man Sunday for criminal obstruction of breathing and harassment 2nd degree.

42-year-old Patrick L. Seeley was arrested after a dispute on

Dan Maine Hill Road in Norwich. Seeley was arraigned in Town of Norwich court and will reappear in court November 21st. An order of protection was issued by the judge.
