In 2013, the Business Council of New York State legislative agenda focuses on maintaining and building on the state's fiscal discipline. It also looks to improve the state's overall business climate and reduce state-imposed business costs and barriers to new investment and job growth.

It aims to do this by supporting a budget with no new taxes, fees or assessments, imposing limits on new spending growth, and adopting additional fiscal reforms.

In addition, the council hopes to reduce workers' compensation costs for business and reform the state's unemployment insurance system, as well as eliminate unnecessary mandates and restrictions in the state's labor law, and oppose new or expanded wage or benefit mandates.
