New York State has the guidelines posted online for phase three reopening in the Southern Tier, which could come this weekend.

Restaurants and personal care services like nail salons, spas, tattoo/piercing facilities, tanning salons, cosmetology, waxing and massage therapy businesses must complete opening guideline forms and file with the state prior to opening.

The state has lengthy lists of mandatory guidelines for restaurants to reopen with indoor seating and personal services to start back up that involve physical distancing, protective equipment, hygiene/cleaning and disinfection, communication and screening.

Broome County Executive Jason Garnar encourages all those businesses that fall under phase three to get their reopening plans completed, filed with the state and ready to implement to avoid any delay in getting back open.

In the past, county leaders and businesses have complained they were given little or no notice when the next phase was going to happen and what the state requirements were.  That left some small operations like hair salons and barbershops scrambling to try to find plastic face shields that were being required by the state but are not easy to come by.
