New York State will start opening up more sectors of the population to get vaccines starting on March 17.  Among the "new" groups (or pools) of people who can get vaccines on that date include all not-for-profit workers who come face-to-face with the public in providing services; government workers who come face-to-face with clients; and essential in-person building workers.  Also, citizens who are 60 years or older will also become available to get vaccinated on that date.
