Open enrollment is under way for those obtaining individual health insurance through the state exchange and officials say most of those obtaining coverage for 2020 will see no premium increase. Officials with New York State of Health say less than two percent of individuals will face an increase averaging around seven percent. New York is one of only two states with an “essential plan,” which is for people with relatively low incomes but who earn too much to qualify for Medicaid.
