The city of Norwich Common Council met Tuesday night and tabled a proposed local law that would give incentives to developers to rehabilitate some of the vacant buildings in downtown Norwich.

The council questioned the law's purpose in working toward the best interests of the city. Under the New York real property tax law, the city has the right to adopt a local law that would exempt developers from taxation at higher property tax rates after a building has been renovated. The property owner would pay property tax at the pre-renovated rate for at least 12 years, subject to certain restrictions.
