Sheriff Craig S. DuMond announced that a Delaware County Grand Jury handed down Sealed Indictments Thursday afternoon, August 8, 2019, after considering evidence relating to two unrelated narcotics trafficking investigations conducted in the Hancock area by members of the Delaware County Sheriff's Office Criminal Investigation Division in conjunction with the Village of Hancock Police Department. Sealed Indictment Arrest Warrants issued by the Delaware County Court Thursday afternoon were executed by Sheriff’s Investigators and Deputies Thursday afternoon, August 8, and Friday afternoon, August 9.

On Thursday afternoon, Sheriff’s Investigators arrested 31 year-old Anna I. Kellam, of Hancock, NY, on a Sealed Indictment Arrest Warrant charging her with three class D felony offenses of Criminal Sale of a Controlled Substance in the Fifth Degree. She is accused of selling Clonazepam, a prescription controlled substance, in the Village of Hancock on three occasions during April, 2019.

Kellam was arrested at the Delaware County Correctional Facility where she is being held on unrelated charges. She was arraigned in Delaware County Court on Thursday afternoon and was ordered held in lieu of $15,000 cash bail or $30,000 secured bond.

On Friday afternoon members of the Endicott Police Department, acting on a request from Sheriff’s Investigators, located and arrested 43-year-old Crystal L. Smith, of Endicott, NY, and formerly of Equinunk, Pennsylvania, on a Sealed Indictment Arrest Warrant charging her with two class C felony offenses of Criminal Sale of a Controlled Substance in the Fourth Degree. Smith was subsequently turned over to Sheriff’s Deputies and was transported to the Delaware County Correctional Facility where she was held pending arraignment on Monday morning.

Smith was arraigned in Delaware County Court on Monday morning and was ordered held without bail pending continuation of her arraignment.

Smith is accused of selling Suboxone, a prescription controlled substance, in the Village of Hancock on two occasions during April, 2019.
