ALBANY, N.Y. (AP) — Flags on state government buildings are being flown at half-staff in honor of a Southern Tier soldier who died in Afghanistan.

Army Sgt. Justin R. Rogers died from a non-combat related incident June 28. The incident is under investigation. The Army has not released an official cause of death for the 25-year-old native of Barton in Tioga County.

Rogers was assigned to the Headquarters and Headquarters Battalion, 101st Airborne Division, Fort Campbell, Ky. He was a 2008 graduate of Tioga Central High School.

Gov. Andrew Cuomo directed that the flags on all state buildings be lowered to half-staff on Monday to honor Rogers.
