A bill passed in the New York State Assembly to give homeowners using propane to heat their homes additional options for deliver during emergency situations is hitting some snags in the Senate. The legislation permits companies to fill tanks they don’t own and blocks the tank owner from assessing fees for having another company fill the tank. It also forbids propane companies from charging penalties or fees for filling the tank. Senator Jim Tedisco sponsored the senate version of the bill and says there are company liability issues that are being worked out. Tedisco says if the bill isn’t passed for this winter it will definitely be in place before next winter.
