7 Animals Found Severely Mutilated Near Lake Carmel

The Putnam County SPCA is currently investigation an unfortunate situation in the Lake Carmel area.

In a statement shared to social media, on March 16th, 2026, an incident was reported in the area of Route 52 near Lake Carmel.

SPCA Detectives responded to the call and upon arrival found "two white garbage bags and one cardboard box" along the shoreline of Lake Carmel, which is a short distance from a commercial property.

In the discarded bag and box SPCA Detectives found 7 animals "including chickens, roosters, and doves all of which had been decapitated and severely mutilated."

As mentioned earlier, the Putnam County SPCA is currently investigating this incident.

How to Report Animal Cruelty in Putnam County

If you believe you have witnessed some form of animal cruelty, the Putnam County SPCA urges you to report it.

Animal Cruelty reports can be made 24/7 at 845-520-6915. Putnam County SPCA stresses that all information can be kept confidential.

According to New York State law, it's a crime to "to abandon, torture, injure, or fail to provide proper sustenance (food, water, shelter, medical care) to animals." Agriculture & Market Laws in New York State define animal cruelty as "unjustifiable physical pain, suffering, or death; overdriving, overloading, or cruelly beating an animal."

Those who are found guilty of animal cruelty in New York could find themselves facing misdemeanor charges, up to a year in jail and a $1,000 fine.

Dog Abandoned in Dutchess County

Town of Poughkeepsie Police and Animal Control are looking for an individual who left a dog tied up to a pole in front of Hudson Valley Animal Rescue.
