The National Weather Service is advising Binghamton-area residents that strong winds and soaking rains are likely Tuesday.

The weather service has issued a High Wind Watch for the Southern Tier of New York and northeastern Pennsylvania. The watch is to be in effect from Tuesday morning through Tuesday evening.

Southerly winds are expected to increase from mid to late morning. Damaging gusts are most likely during the afternoon and into the early evening.

Sustained winds of 20 to 30 mph are expected on Tuesday. But gusts between 50 and 60 mph could occur at times, especially over higher elevations.

Weather service forecasters say downed trees and power lines are possible. There could be scattered power outages, especially over the higher terrain.

The low pressure system passing through the region also is expected to bring moderate to heavy rainfall Tuesday through Tuesday evening.

At least one to two inches of rain are predicted and some spots may receive up to three inches.

Minor flooding could occur in low-lying and poor drainage areas.

According to the Storm Prediction Center, there'll be a "slight risk" of severe thunderstorms Tuesday afternoon and evening.

The main threat will be for damaging winds, but forecasters say an isolated tornado can't be ruled out.

On WNBF Radio's Binghamton Now program Tuesday, David Nicosia of the National Weather Service Binghamton office said no significant river flooding is anticipated.

Nicosia said some strong winds could occur ahead of any storm that develops across the region Tuesday.
