Today, Sheriff Craig S. DuMond announced that a Delaware County Grand Jury handed down a Sealed Indictment Thursday afternoon, May 30, 2019, after considering evidence relating to a narcotics trafficking investigation conducted in the Hancock area by members of the Delaware County Sheriff's Office Criminal Investigation Division in cooperation with the Village of Hancock Police Department.  A Sealed Indictment Arrest Warrant was subsequently issued by the Delaware County Court on Thursday afternoon.

On Sunday night, June 2, 2019, 21 year-old Tyler J. Chapman, of Equinunk, Pennsylvania, was arrested on the Sealed Indictment Arrest Warrant as a result of a traffic stop by members of the New York State Police at Sidney and was subsequently turned over to Delaware County Sheriff's Deputies.

By their Indictment, the Grand Jury accused Chapman of two counts of Criminal Sale of a Controlled Substance in the Third Degree and two counts of Criminal Sale of a Controlled Substance in or near School Grounds (class B felonies).

 Chapman is accused of selling Fentanyl laced Heroin, on two separate occasions during March, 2019, while on or within one thousand feet of Hancock Central School grounds.

 Chapman was arraigned in Delaware County Court on Monday morning before County Court Judge Richard D. Northrup, Jr., and was remanded to the Delaware County Correctional Facility to be held without bail pending continuation of his arraignment.
