A heartbreaking case in Putnam County ends with a rescue and an arrest. 3 neglected dogs are finally getting the care they need.

It's one of those situations where the perfect storm took place at the Susquehanna SPCA (SQSPCA) where an already full-capacity situation with cats along with the unexpected arrival of 14 dogs with another 10 dogs arriving from the Humane Society of Louisianna.
