A months-long Delaware County animal cruelty investigation ends up with a man arrested on felony charges. Police say that in March a dog was found dead in the Delaware River near Hancock and the canine had been shot several times before being discarded there. Investigators determined that the dog’s owner identified as Donald Kern of Sidney was the one who killed the animal then sold the rifle used in the crime which violates New York’s SAFE Act. Kern was arrested Sunday and jailed on $1,000 cash bail.
