Francisco Torres, a former Milford resident who was indicted last week by a Grand Jury and arrested by the Otsego County Sheriff’s Office criminal investigation division on two counts of failure to register as a sexual offender, will appear at a hearing Friday.

In February, Otsego County Sheriff investigators were performing random home checks on sexual offenders when it was discovered that 34-year-old Francisco Torres, a level two sexual offender in New York State, has not actually been living at 6165 State Highway 7 in Colliersville since December.

The investigation revealed that Torres had been staying in the Capital District area during the week and at 16 Luther Street in the city of Oneonta on weekends. Further investigation also revealed that Torres had resided on State Route 7 in the town of Maryland in 2011 but failed to report that he moved to a County Route 45 residence in the town of Hartwick in December of 2011 for a month before moving to Colliersville in January 2012.

Torres surrendered himself at the Otsego County Sheriff’s Office last Friday and was arrested on a sealed indictment warrant on two felony counts of failure to register as a sexual offender.

He was later arraigned by County Court Judge Brian Burns and ordered to reappear this Friday. If convicted, Torres faces up to eight years in prison.

He was previously convicted in 2001 for sexual contact and intercourse with a 12-year-old female.
