February 7, 2025, the Office of Binghamton Mayor Jared Kraham announced that a group of local affordable housing providers joined the Mayor to applaud recent zoning reforms and how the changes are supporting new housing.

Mayor Kraham signed legislation in December 2024 designed to modernize Binghamton's zoning regulations while reducing red tape around housing construction. The aim is to make it easier and more affordable to build housing in the Parlor City. 

It's been only a few weeks since I signed our zoning reforms into law, and Binghamton is already seeing the results. We’re helping cut costs and speed up approvals at the local level, and making it possible for the housing development community to build more units, which is exactly what our community needs. According to the announcement from Major Kraham's Office, these new zoning reforms eliminate parking requirements for senior and affordable housing and reduced parking requirements for all other developments.

In addition, regulations for lot size, lot coverage, setback and building height to facilitate the subdivision of larger lots for housing has been modernized. The Mayor's Office has noted that multiple local housing providers are already seeing projects benefit from the changes, including:

Lisle Avenue

Zoning changes have allowed the builder for the YWCA’s planned affordable housing project to cut costs previously associated with meeting parking requirements. The project includes 68 units of housing and a childcare center.

Henry Street

The Stadium Lofts project was able to cut nine parking spots from the development, saving $31,050 and simplifying review by New York State. The savings can be reinvested in the project and ultimately support the overall development vision, which includes the construction of 64 units of housing on several vacant lots. 

Binghamton’s East Side

Greater Opportunities for Broome and Chenango, Inc. has tripled the number of planned units at the 46 Griswold Street property from two to six under the updated zoning regulations.
