But if you live in an apartment or a landlord-owned home in New York State, you might not have air conditioning. If you don't, does your landlord need to provide you with air conditioning?

The answer is no.

The landlord is not responsible for keeping you cool. After all, being cool is a subjective question. Now, when it comes to heating in the house, that is mandated and a whole other situation, but when it comes to AC, it is not mandated by New York State.

According to New York State, the only thing that is required, temperature-wise, is heat. The law states that certain months of the year are when heat is required in New York State landlord-owned apartments. Heat must be supplied from October 1 through May 31 to tenants in multiple dwellings. New York State has given more rights to landlords if their tenants  are not paying or fulfilling their contract; they are given ways that eviction can be granted in New York State.

Are there any laws regarding window units on top floors above streets? Generally, there are no laws on any high-rise apartments and putting window air conditioning units in. You should always check with officials and your landlord.
