Sheriff Craig S. DuMond today announced that a Delaware County Grand Jury handed down several sealed Indictments Thursday afternoon, October 11, 2018, after considering evidence relating to three separate narcotics trafficking investigations conducted in the Sidney and Hancock areas by members of the Delaware County Sheriff's Office Criminal Investigation Division.

Sealed Indictment arrest warrants issued by the Delaware County Court Thursday afternoon were executed Thursday evening and Friday morning by members of the Sheriff’s Office Special Response Team, Investigators and Deputies, assisted by Delaware County Probation Officers.

The following individuals were arrested by Sheriff’s Investigators:

Angela J. Huggins, 36, of Sidney, NY, on warrants charging her with three class B felony offenses of Criminal Sale of a Controlled Substance in the Third Degree and two class C felony offenses of Criminal Sale of a Controlled Substance in the Fourth Degree. Huggins is accused of selling quantities of Heroin and Suboxone in the Village of Sidney during July and August of this year.

Mark A. Tubbs, 36, of Sidney, on a warrant charging him with two class C felony offenses of Criminal Sale of a Controlled Substance in the Fourth Degree. Tubbs is accused of selling Suboxone in the Village of Sidney during July of this year.

Lisa M. Hayslip, 30, of Oneonta, on a warrant charging her with three class B felony offenses of Criminal Sale of a Controlled Substance in the Third Degree and one class C felony offense of Criminal Sale of a Controlled Substance in the Fourth Degree. Hayslip is accused of selling quantities of Heroin and Suboxone in the Village of Sidney during July and August of this year.

Samantha E. Wren, 23, of Fishs Eddy, on a warrant charging her with two class C felony offenses of Criminal Sale of a Controlled Substance in the Fourth Degree. Wren is accused of selling Suboxone in the Town of Hancock hamlet of Fishs Eddy during July and September of this year.

William A. Weyrauch, III, 33, of Fishs Eddy, on a warrant charging him with two class C felony offenses of Criminal Sale of a Controlled Substance in the Fourth Degree. Wren is also accused of selling Suboxone in the Town of Hancock hamlet of Fishs Eddy during July and September of this year.

Seth A. Appley, 29, of Fishs Eddy, on a warrant charging him with three class D felony offenses of Criminal Sale of a Controlled Substance in the Fifth Degree. Appley is accused of selling Methamphetamine in the Town of Hancock hamlet of Fishes Eddy during August and September of this year.

Lacey L. Benson, 29, of Fishs Eddy, on a warrant charging her with two class D felony offenses of Criminal Sale of a Controlled Substance in the Fifth Degree. Benson is also accused of selling Methamphetamine in the Town of Hancock hamlet of Fishes Eddy during September of this year.

Benson will face an additional felony charges of Promoting Prison Contraband in the First Degree in the Town of Delhi Court as a result of her intentionally introducing secreted hypodermic instruments into the Delaware County Correctional Facility following her arrest.

Each of the defendants were arraigned on the Sealed Indictment Warrants in Delaware County Court on Friday morning before County Court Judge Richard D. Northrup, Jr., and were all remanded to the Delaware County Correctional Facility to be held without bail pending further court action.

As a result of these arrests, a number of the defendants will also be arrested at a later time and charged, in the respective local criminal court, with additional offenses.

Speaking on the arrests, Sheriff Craig S. DuMond stated “I am so proud of the work that was put into this latest investigation.
