Chenango County Crash Leads to 3 DWI Arrests
New York State Police at Norwich arrested three people for the misdemeanor of Driving While Intoxicated after a one car crash in the town of Smyrna that occurred on December 16, 2018.
Troopers were dispatched by Chenango County 911 to State Highway 80 in the town of Smyrna for a one car motor vehicle accident. When troopers arrived they found a vehicle unoccupied.
As the troopers continued their investigation, they observed another vehicle parked next to the vehicle that had crashed but it took off as soon as troopers approached. The vehicle failed to comply when troopers attempted to initiate a traffic stop but troopers caught up with it on New Road in the town of Otselic. Troopers discovered that the operator of this vehicle was impaired. He was identified as Raymond C. Haitian Jr., age 43 of Georgetown, NY and was arrested for Driving While Intoxicated with a reportable B.A.C of .13%. The investigation revealed that Kyle L. Dulian, age 34 of Tonawanda, NY was operating the original vehicle that had crashed and was also one of the occupants in Haitian Jr.’s vehicle. Dulian was arrested for Driving While Intoxicated with a reportable B.A.C of .17%. While troopers were still on scene on New Road in the town of Otselic, Alicia A. Martin, age 34 of Georgetown, NY arrived looking for her friend. She was also arrested for Driving While Intoxicated with a reportable B.A.C of .14%.
Dulian and Haitian Jr. were released on appearance tickets returnable to the town of Smyrna on January 3, 2019. Martin was released on appearance tickets returnable to the town of Otselic on January 14, 2019.
