New York further decriminalizes marijuana laws by reducing the penalty for possession of two ounces or less to a violation punishable by a fine, and by creating a process for individuals who have been convicted for possessing small amounts of marijuana to have their records expunged. The decriminalization bill was signed into law on Monday and will take effect in 30 days. The new possession penalty now becomes a civil rather than a criminal offense.
