A developer is set to buy the village of Sidney’s Civic Center on Liberty Street and will turn the second and third floors into senior apartments. The first floor offices will remain for the village and will be rent-free. The mayor said yesterday the sale of the building for $364,000 will close in October. The village is anticipating saving at least $300,000 a year with the deal with Lakewood Development of East Syracuse.
