Otsego County Sheriff Richard Devlin had a surprise visitor on Monday – the man who was Devlin’s commanding officer when the Sheriff served in West Germany. United States Army First Sergeant (Ret) Bill Handy was assigned to the 61st Military Police Company in Hanau, West Germany and Devlin had not seen Handy since they were stationed together in 1983. Deviln says First Sergeant Handy instilled values that he carries this day within the Sheriff’s Office.
