(Updated 11/1 6 a.m.): Delaware County is the only local county with power outages still affecting residents. Currently 633 are without power, according to NYSEG.

(Updated 10/31 2 p.m.): NYSEG reports that 57 percent of the residents who experienced power outages as a result of Sandy across the state have seen their power restored. Delaware County has decreased in reported outages from 1,311 this morning to 800. Chenango County is fully restored, and Broome County is fewer than 100 without power.

(Updated 10/31 6:15 a.m.): 1,311 are still without power in Delaware County this morning, according to NYSEG's website. Chenango County is almost fully restored with only 14 powerless. Broome County is down to 190 without power, and Otsego County still has 357 in the dark.

(Updated 10/30 7:40 p.m.): NYSEG is still reporting outages in our listening area. The latest: Broome County 213, Chenango County 109, Delaware County 1,276, Otsego County 607.

(Updated 10/30 11:50 a.m.): Delaware County is seeing some power restored. NYSEG has confirmed the number of power outages has dropped from nearly 3,000 to 2,146 in the last hour. The reason for the power outage is that NYSEG had to repair one line, which forced it to temporarily close another. However, there has been no timetable given for full power restoration in the area.

(Updated 10/30 7:15 a.m.): Delaware County has lifted its State of Emergency. However, NYSEG is reporting that 1,841 are still without power in the county.

(Updated 10/30 5:30 a.m.): Chenango County has lifted its State of Emergency. Other counties to follow as Sandy did not have near the impact anticipated on central New York. Power outage reports this morning, according to NYSEG: Broome County 437, Chenango County 124, Delaware County 1,661, Otsego County 695.

(Updated 10/29 9:40 p.m.): NYSEG has restored a lot of the power in the region, but wind is expected throughout the night and more power disruptions anticipated. Current outage reports: Broome County 428; Chenango County 250; Delaware County 556; Otsego County 495.

(Updated 10/29 9:35 p.m.): Upstate took the big hit from Hurricane Irene last year. So far through Sandy, it is New York City that is getting slammed. The highest level of water ever recorded -- 13.7 feed -- is swamping Battery Park City. Four fee of water is pouring into the tunnels under the rivers, LaGuardia Airport reports its runways are submerged and there is 5 feet of water flooding into the lobby of the New York Daily News building. Back in upstate, it is rather quiet and very still outside right now on Oneonta's West End but all alerts, warnings and watches are still in place.

(Updated 10/29 8:20 p.m.): Trick-or-Treaters will have to wait a few days to get their goodies. The City of Oneonta has postponed the Halloween Parade to Friday due to the remnants of Hurricane Sandy coming through the area. The parade will begin at 7 p.m. Friday in downtown Oneonta.

(Updated 10/29 7:15 p.m.): NYSEG is reporting over 5,000 people are currently without power across the region. Broome County: 970; Chenango County: 233, Delaware County: 2,688; Otsego County: 2,527.

(Updated 10/29 5:30 p.m.): Many of the counties in southern and eastern New York are in a State of Emergency. NYSEG is reporting the following power outages: 138 in Chenango County; 1,119 in Otsego County; 246 in Delaware County.

(Updated 10/29 11:15 a.m.): Hurricane Sandy has begun disturbing the eastern shore (photos at left), including Atlantic City and New York City.

(Updated 10/29 10 a.m.): Hurricane Sandy has begun its westward turn and will make landfall in the next several hours. Otsego County Emergency Management Service Coordinator Kevin Ritton said the area will experience high winds and mass power outages. Read more

(Updated 10/29 6:10 a.m.): Hurricane Sandy is on track to make landfall this afternoon in New Jersey and begin affecting central New York with high winds and rain by tonight. The Weather Channel is reporting that an expected 1 in 6 people in the path of Sandy will lose power as a result of the storm.

(Updated 10/28 9:15 p.m.): President Barack Obama has declared a state of emergency for the D.C. and surrounding area.

(Updated 10/28 6:30 p.m.): The National Weather Service in New York predicts the storm surge to be up to 12 feet in the Long Island Sound.

(Updated 10/28 4:45 p.m.): Norwich mayor Joseph Maiurano issued a special release and advice to residents about the high wind warning in effect for all of New York state. A flood watch is also in effect for Chenango, Otsego and Montgomery Counties until 8 p.m. Tuesday. Localized flash flooding is also possible.

(Updated 10/28 12:44 p.m.):  Mayor Michael Bloomberg of New York has announced that the entire MTA transportation system will be completely shut down as of 7 p.m. tonight.  This is only the second time in the 140-year history of the transportation sysytem in New York that this has happened.  Trains, buses and subways are affected.  The shut down will impact more than 8-million customers.  More than 5-million riders use the subway system alone every day.  All of this is in advance of Hurricane Sandy and to prevent the possible flooding (and destruction) of the subway grid in Metroplitan New York.

(Updated 10/28 8:40 a.m.) As of Sunday morning more than 100,000 people have already been evacuated from the South Jersey shore communities.  Amtrak announced it was cancelling many of its Northeast train routes, including the busy Washington/Philadelphia/New York corridor.  The major airports in the Northeast have announced that they are preparing for a major storm hit, moving some planes out of harms way and anticipating heavy cancellations on Monday.  Travelers for both airlines and Amtrak are advised to contact their scheduled appointments for advice before heading to train stations or airports.
