The New York State Public Employees Federation says its members have overwhelmingly voted in favor of a one-year agreement with the state while negotiations continue for a longer-term contract.  According to the union, that means members will get a 2 percent retroactive raise before the end of summer.  It represents more than 54,500 professional, scientific and technical employees of the state and other public and private employers.  The contract covers those who work at state agencies and facilities, as well as members employed at Roswell Park Cancer Institute and the Schools for the Deaf and Blind.  The federation says the vote counted by the American Arbitration Association shows 30,882 workers voted in favor of the pact, or 97 percent of all votes cast.
