The New York State Teachers Union has added to its ongoing lawsuit against the property tax cap.

The union now says that the governor's property tax freeze is melting away local control of school districts and punishes a district that votes a budget over the 2% tax cap by making taxpayers ineligible for property tax rebates.

The motion to amend the original lawsuit is now before the state Supreme Court. Both the tax cap and the tax freeze cases will be combined and heard at a later date.
