Hate crime charges are reinstated against a New York State Corrections officer in connection with a July 2015 attempted murder in the City of Norwich. The restored charges against Wayne Spratley of Greene were the result of an appeal by prosecutors to a Chenango County judge’s ruling to throw them out. According to court papers Spratley, who is white, is accused of attacking and shooting a black man in a Norwich parking lot. Prosecutors say Spratley directed numerous racial slurs at the victim before opening fire.
