New York State has taken its own action to re-establish so-called net neutrality which forbids internet service providers from favoring content providers by throttling data speeds or providing priority access. The regulation was rescinded by the Federal Communications Commission but now Governor Cuomo signed an executive order requiring providers in New York to observe net neutrality or risk losing their eligibility for state contracts. The order means ISPs will not block, throttle, or prioritize internet content or applications or require that end users pay different or higher rates to access specific types of content or applications.
