State Comptroller Thomas DiNapoli warns New York is headed toward another difficult budget year, according to published report.

DiNapoli applauded the recent directive from Governor Andrew Cuomo instructing agency heads to submit zero-growth budgets for the coming year, saying it was “consistent with the fiscal reality” the state faces.

Despite the fiscal crunch, DiNapoli refused to say whether Cuomo and the legislature should approve a pay raise for state legislators later this year.

Assembly and senate members have not seen their salaries increase in nearly 13 years.
