State officials say around 75,000 applications were received for the Excelsior Scholarship program – the first tuition-free college program in the Country. That’s over three times the amount lawmakers had planned for with the $87 million allocated to the program but according to Governor Andrew Cuomo’s office many who applied either won’t qualify or accept the award due to a number of conditions attached to the award. The maximum award is $5,500, minus any financial aid the student is already receiving.
